Berrybank Wind Farm

Phronis supported the delivery of a 180MW wind farm comprising 43 generators, located 60km south-west of Ballarat. We were engaged to design and deliver substation and switching yard benches, access roads, drainage and erosion and sediment control, culminating in Issued for Construction (IFC) packages and supporting documentation.

The Scope

The project required civil design support for a large-scale renewable energy development, with scope including substation and switching yard benches, access roads, drainage systems and erosion and sediment control measures. Deliverables extended to preparation of the final design report, bill of quantities and complete IFC documentation.

A key challenge was that the original engagement was to assist civil design leadership; however, client-side resourcing was limited. This required Phronis to step beyond an advisory role and assume key leadership and civil delivery responsibilities to maintain progress.

Design constraints also included achieving compliance with the utility owner’s standards while working within a tightly controlled budget, particularly for access road design. All works needed to support RPEQ sign-off and provide clear, constructible documentation.

Our Response

Phronis assumed a proactive leadership and delivery role to ensure continuity across the civil design scope. We progressed detailed design for substation and switching yard benches, access roads, drainage and erosion and sediment control measures.

Design documentation was developed through to final design report, bill of quantities and complete IFC packages for review and approval. Particular attention was given to road design optimisation, balancing cost constraints with strict compliance requirements set by the utility owner.

By integrating leadership, technical delivery and documentation responsibilities, we maintained programme momentum and ensured designs were suitable for RPEQ certification. Our flexible approach enabled the project to advance despite limited client-side resourcing.

The Impact

The project resulted in the production of Issued for Construction drawings for the substation earthworks and access roads, supported by comprehensive documentation and cost information.

By stepping into a broader leadership and delivery role, Phronis ensured that civil design progressed without delay despite client resourcing constraints. The access road design achieved compliance with utility owner standards while remaining aligned with budget expectations.

The completed IFC packages provided clarity for construction and supported RPEQ sign-off, giving the client confidence in technical compliance and constructability. Our flexible and responsive approach enabled the successful progression of key civil infrastructure for the 180MW wind farm development.
