Chichester Solar Farm

The project required coordinated civil and structural design leadership across a large-scale solar PV development, including switching stations, benches, access roadworks, drainage systems, erosion and sediment control measures, and general site administration structures. Deliverables were to be developed to Issued for Construction standard to support delivery by Downer Utilities.

While initially engaged to assist civil design leadership, client-side resourcing constraints meant that Phronis was required to assume a broader leadership and delivery role to maintain programme continuity. Designs needed to satisfy compliance requirements, support RPEQ sign-off and remain commercially practical.

Balancing cost efficiency with constructability and regulatory requirements across remote Pilbara conditions added further complexity to the civil scope.

Phronis stepped into a key leadership and delivery position to ensure civil and structural design progressed effectively. We developed detailed designs for benches, access roads, drainage infrastructure, erosion and sediment control measures, switching stations and site structures.

Design outputs were progressed to full Issued for Construction documentation for the Downer Utilities construction teams. Particular attention was given to delivering cost-effective road alignments, drainage solutions and structural elements while maintaining compliance and constructability.

By integrating leadership oversight with hands-on design delivery, we provided continuity and clarity across the civil scope, enabling timely completion of design documentation suitable for RPEQ certification and construction execution.

The project resulted in complete Issued for Construction design drawings for the civil and structural components of the 60MW solar PV power station and associated infrastructure.

By expanding our role to address client resourcing limitations, we ensured the project maintained momentum and technical integrity. Cost-effective road, drainage and structural solutions were developed without compromising compliance or constructability.

The final IFC packages provided Downer Utilities with clear, build-ready documentation and supported RPEQ sign-off. Our flexible and responsive approach enabled the successful progression of key civil works within a complex renewable energy development in the Pilbara.
