The Scope

The CHPP formed a critical component of the $1B Olive Downs Project, requiring integration within a broader greenfield mining development. The project progressed from pre-feasibility through bankable feasibility into execution, requiring robust technical, commercial and delivery planning.

Key challenges included developing cost-effective and feasible processing plant solutions supported by capital and operating cost estimates, risk analysis and project scheduling. The CHPP design, led by an EPC contractor, required detailed owner’s engineering review to ensure alignment with project requirements and integration with site-wide infrastructure including water management, power supply and materials handling systems.

The tender phase required preparation and evaluation of large-scale EPC contract packages, balancing technical compliance, commercial competitiveness and delivery capability across multiple proponents.

Our Response

Phronis supported all phases of project development, including preparation of feasibility reports, cost estimates, risk assessments and project delivery schedules. We contributed to development of project execution plans, capital expenditure budgets and supporting technical studies.

During tendering, we led preparation of contract documentation, participant briefings, and commercial, technical and non-commercial evaluations for major infrastructure packages. For the CHPP, we supported the competitive tender process involving DRA, Downer and Sedgman, culminating in contract award to Sedgman CPB JV.

Phronis also provided owner’s engineering design reviews of the CHPP, ensuring alignment with project requirements. Our team was embedded within Pembroke’s integrated owner’s team, delivering project management, engineering management, project controls, commercial management and contract administration.

The Impact

Phronis supported the successful progression of the CHPP from feasibility through to contract award and into execution. The ~$200M processing plant contract formed a key component of over $600M in EPC contracts prepared, tendered and awarded as part of the project.

Our structured procurement and evaluation processes enabled a competitive and well-informed contractor selection outcome. Owner’s engineering design reviews provided assurance that the CHPP design aligned with project objectives and broader infrastructure integration.

Through embedded project management and use of in-house systems for procurement, estimating and contract management, Phronis contributed to timely, efficient and cost-effective contract awards, supporting delivery of the Olive Downs Coking Coal Project.
