Carmichael Rail Project

Phronis provided civil and structural design, 12D expertise and RPEQ certification for the $16.5B Carmichael Rail Project. Working with Aarvee, we supported delivery of a 200km greenfield rail line, progressing design to Issed for Construction (IFC) and enabling approval for construction under Australian standards.

The Scope

The Carmichael Rail Project involved delivery of a 200km greenfield rail line connecting the mine to the Goonyella rail system, requiring compliance with Australian, TMR and Queensland Rail standards. Aarvee, as an international design house, required Australian engineering input and RPEQ certification to progress the design to IFC and secure construction approval.

Key challenges included coordinating civil and structural design across a large-scale linear infrastructure project, including rail formation, level crossings, passing loops, drainage systems and numerous structures. The scope included design and certification of 23 reinforced concrete waterway bridges and a significant number of CMP and RCBC culverts.

The project also required integration with independent verification processes, management of technical queries, and maintaining alignment between design development and construction requirements.

Our Response

Phronis provided detailed civil and structural design services, including rail formation design, bridge engineering and drainage infrastructure. We delivered engineering design and RPEQ certification for waterway bridges, culverts and associated structures in accordance with AS5100 and relevant Australian standards.

Our team progressed the design to Issued for Construction stage, supporting Aarvee in meeting requirements for construction licensing. We provided technical assistance, interfaced with the independent verifier and responded to contractor and manufacturer queries, including RFIs and NCRs.

Through close collaboration with Aarvee and the broader project team, we ensured that international design outputs were aligned with Australian regulatory and technical requirements.

The Impact

Phronis supported completion of detailed design and RPEQ certification for key civil and structural elements of the Carmichael Rail Project, enabling progression to construction.

The delivery of IFC design for 200km of rail formation, 23 waterway bridges and associated drainage infrastructure provided a compliant and constructible solution aligned with Australian standards. Our involvement ensured that the design met regulatory requirements necessary for construction approval.

Ongoing technical support and response to RFIs and NCRs contributed to continuity between design and construction phases. The project represented a significant greenfield rail development, with Phronis providing critical Australian engineering input and certification across a major international design effort.
