Petrie Mill Precinct

The Petrie Mill Precinct involved delivery of enabling civil infrastructure to support a major regional development, including a new university campus, sporting facilities, industrial precinct and future expansion stages. The scope required coordination of multiple infrastructure elements, including internal roads, streetscapes, underground services, landscaping and a Transport and Main Roads (TMR) intersection.

A key challenge was managing the interface between Council infrastructure requirements and TMR standards, while ensuring alignment with the broader master plan and staged development of the precinct. The project required coordination of service relocations, integration of design packages and maintaining continuity between preliminary and detailed design phases.

Delivery also required construction phase oversight and ongoing design review to ensure outcomes were consistent with Council expectations and regulatory requirements.

Phronis acted as design manager, leading preliminary and detailed design management for the development master plan and associated civil infrastructure. We coordinated design inputs across roads, streetscapes, underground services and landscaping, ensuring alignment with project objectives and staged delivery requirements.

Our role included supporting tendering processes, managing service relocations and undertaking design reviews to maintain quality and compliance. During construction, we provided supervision and project support to assist with implementation of civil works and interface management.

We continue to support Council through ongoing contract administration services, providing continuity across delivery phases. In addition, Phronis has delivered Level 2 and Level 3 bridge inspections, contributing to ongoing asset management and infrastructure assurance within the precinct.

Phronis supported the delivery of key civil infrastructure enabling development of the University of the Sunshine Coast Petrie Campus and the broader Petrie Mill Precinct.

Through structured design management and coordination, the project achieved integrated outcomes across roads, services and public realm infrastructure, aligned with Council and TMR requirements. Effective management of service relocations and design interfaces supported efficient progression from design through to construction.

Ongoing support through bridge inspections has contributed to asset condition monitoring and maintenance planning. Overall, Phronis’ involvement enabled coordinated delivery of infrastructure critical to the precinct’s staged development and long-term growth.
