The Scope
The program involved delivering multiple short-timeframe concept and detailed design projects through externally engaged consultants. Success depended on clear scoping, disciplined procurement and strong coordination across technical, commercial and stakeholder interfaces.
Key challenges included managing stakeholder expectations within compressed schedules, developing fit-for-purpose project management documentation and processes, and ensuring governance controls were proportionate to project scale.
The scope required review of background planning and technical documentation, preparation of project briefs and RFQs for geotechnical and survey investigations, full procurement management, contract selection and negotiation, and oversight of consultant performance. Projects needed to be delivered on time, within budget and in accordance with safety, quality and compliance requirements.
Our Response
We implemented structured project management frameworks tailored to short-duration infrastructure design projects.
Clear project briefs and RFQ documentation were prepared to define scope and reduce ambiguity before market engagement. We managed the end-to-end procurement process, including tender documentation, evaluation, negotiation and contract award.
During delivery, we coordinated stakeholder inputs and consultant reviews, maintained oversight of safety compliance and contractual obligations, and administered change controls, variations, EOTs, RFIs and payment claims. Cost tracking and financial reporting were maintained against forecasts to ensure transparency and budget discipline.
Our approach balanced governance rigour with delivery efficiency, ensuring documentation and controls were practical and scalable.
