Since April 2025, we have provided structured project management for Whitsunday Regional Council’s $15.6M Bowen Landfill FY25–29 Capital Program. Our role spans planning, delivery and contract administration, ensuring disciplined governance, regulatory alignment and efficient execution across a complex, environmentally sensitive site.

The Scope

The Bowen Landfill operates under a long-term Environmental Protection Order (EPO) actively managed by DETSI, creating heightened regulatory scrutiny and compliance obligations. Progressing a multi-year capital works program within this framework required careful sequencing, risk management and regulator engagement.

The program also needed to balance community expectations for cost control and minimal service disruption, while addressing environmental constraints arising from historical site management. Works had to be clearly defined, appropriately costed and supported by transparent governance processes.

The scope included program-wide planning and prioritisation, cost estimation and budget forecasting, integrated risk management, stakeholder engagement, regulatory approvals, tendering, contract administration and superintendency services — all delivered within a live operational landfill environment.

Our Response

We applied structured project management and disciplined governance controls across all stages of the capital program.

Integrated planning aligned scope definition, budget projections, risk management and regulatory approval pathways. Works were prioritised and sequenced to minimise operational disruption while maintaining compliance with EPO requirements.

We coordinated stakeholder engagement with Council executives, regulators and service providers to ensure alignment of technical, environmental and community considerations. Tender documentation and specifications were developed to clearly define delivery expectations, supported by superintendency and contract administration services to maintain cost and schedule control.

Our approach focused on integrating environmental management, asset performance and financial oversight into a cohesive delivery framework.

The Impact

The capital program has progressed with regulatory confidence, clear governance and reduced delivery risk.

Integrated scheduling and regulator engagement enabled works to advance with minimal delay under the active EPO framework. Council gained improved cost certainty, prioritised investment planning and strengthened oversight across multiple concurrent projects.

By aligning environmental obligations, asset management and financial discipline, we provided a practical pathway for site development that safeguards compliance, supports community expectations and enables sustainable long-term landfill operations.
