The Scope
The project required development of a new private rail connection to link the Olive Downs site to the existing rail network, forming a critical component of a $1B infrastructure package. The scope included approximately 19km of rail alignment, an onsite rail loop and integration with broader project infrastructure.
Key challenges included identifying optimal alignment options supported by flood studies, geotechnical investigations and survey data, while balancing constructability, cost and environmental considerations. The design required optimisation of vertical and horizontal geometry to minimise earthworks and achieve efficient cut and fill balance.
The tender phase demanded development of sufficiently detailed civil and track designs to support accurate pricing, alongside preparation of comprehensive tender documentation. Coordination across civil, track and systems control packages, and alignment with applicable standards and regulatory requirements, added further complexity.
Our Response
Phronis led the development of rail alignment options, supported by detailed cost estimates, flood assessments, geotechnical investigations and ground survey. We progressed tender design for civil and track works, optimising alignment geometry to reduce earthworks and improve constructability.
We prepared full tender documentation including scope of works, design criteria, specifications, drawings and contract documents. Phronis also managed the tender procurement process, including evaluation of submissions, contract negotiations and recommendation for award for the rail line and balloon loop.
During subsequent phases, we undertook design management and design review across civil, track and systems control packages, ensuring integration and consistency across the connecting rail infrastructure and onsite rail loop.
The Impact
The rail infrastructure component, valued at approximately $100M within the broader $1B project, was progressed through structured design development, tendering and procurement. The alignment optimisation and supporting investigations enabled a constructible and cost-informed rail solution.
Comprehensive tender documentation supported competitive procurement and clear definition of scope, while Phronis’ involvement in evaluation and contract negotiation contributed to a well-informed award process.
