West Camden Water Recycling Plant – Stage 3

Phronis delivered mechanical engineering and design/drafting services for multiple work lots as part of a facility upgrade to double the plant's capacity from 16 to 32ML/day. Working closely with client stakeholders, we progressed the project from tender design through to Issued for Construction (IFC) documentation, including plant layout, equipment selection and detailed drawing packages.

The Scope

The upgrade works required development of coordinated mechanical designs across site layout, plant configuration and equipment integration. Scope included preparation of equipment and instrument lists, materials of construction assessments (including CS, SS, ductile iron, PVC, HDPE and ABS), hydraulic calculations, line and pump sizing, weir calculations and equipment selection assessments.

Sydney Water General Specification requirements presented additional complexity, as they sometimes necessitated non-standard or less readily available equipment. The project required balancing compliance with specification intent while maintaining practical procurement timelines.

Works also required integration with existing infrastructure and accurate validation of as-built conditions to avoid clashes between new and existing assets. All deliverables were to be progressed through 30%, 60% and IFC stages, supported by 3D model reviews and stakeholder coordination meetings.

Our Response

Phronis developed site, plant and equipment layouts aligned with client requirements and specification obligations. We generated equipment and instrument lists and datasheets, completed materials selection assessments and undertook hydraulic and sizing calculations to inform design decisions.

Through collaboration with Sydney Water, we clarified specification intent and identified compliant equipment solutions with shorter lead times. We managed 3D model design reviews, attended CHAIR meetings and progressed structured drawing packages through 30%, 60% and IFC milestones.

To optimise constructability and cost, we utilised existing infrastructure where available and developed standardised pipe support designs to simplify procurement and installation. Point cloud surveys were employed to confirm as-built conditions and minimise clashes during integration.

The Impact

The project delivered comprehensive IFC drawing packages and defined equipment selections to facilitate execution of the facility upgrade in accordance with client requirements. Mechanical layouts, hydraulic design inputs and material assessments were fully integrated into build-ready documentation.

By clarifying specification intent with Sydney Water and identifying compliant standard equipment alternatives, procurement risks and lead-time constraints were effectively managed. Standardised pipe support design reduced complexity on site, improving installation efficiency.

Use of point cloud surveys strengthened confidence in integration with existing infrastructure and reduced rework risk. Collectively, these outcomes supported efficient upgrade delivery while maintaining compliance with Sydney Water’s general specifications.
