The Scope
Redland City Council required delivery of a diverse program of infrastructure, planning and technical studies across multiple disciplines, including transport, flood modelling, community infrastructure and asset rehabilitation. Projects ranged from boardwalks, footpaths and bridge works through to complex hydrologic and hydraulic studies and dam safety compliance.
A key challenge was managing competing priorities across numerous concurrent projects while maintaining consistency in technical quality, stakeholder engagement and regulatory compliance. Flood and dam-related projects required alignment with evolving standards such as Australian Rainfall and Runoff (AR&R), incorporation of climate change scenarios and coordination with regulatory authorities.
The embedded project management role added further complexity, requiring integration within Council systems, coordination across internal departments and delivery of outcomes that met both technical and community expectations.
Our Response
Phronis delivered both engineering services and embedded project management support, providing continuity across planning, design and delivery functions. We contributed to a range of infrastructure projects including Main Beach Boardwalk, One Mile Footpath, Point Lookout Footpath, Cleveland Showgrounds Capacity Upgrade and Redland Bay Bridge Rehabilitation.
Within Council, we provided 22 months of project management support, leading delivery of key technical studies and infrastructure initiatives. This included failure impact assessments and emergency action planning for Crystal Waters Dams, hydrologic and hydraulic modelling for flood and overland flow studies, and deployment of public flood mapping data.
We coordinated stakeholder engagement, managed third-party reviews, and ensured alignment with regulatory requirements. Traffic studies and safety reviews were also delivered to support targeted interventions across the transport network.
The Impact
Phronis supported delivery of a wide range of Council projects, including community infrastructure upgrades and technical studies, with outcomes achieved under budget and with zero lost-time injuries (LTIs) on key works.
Flood and dam studies provided Council with improved understanding of risk, supporting planning, emergency management and regulatory compliance. Successful submission of the Crystal Waters Dam Failure Impact Assessment enabled deregistration from referral to non-referral status.
Public flood mapping deployment improved accessibility of risk information for the community, enhancing awareness and resilience. Traffic and transport studies informed targeted safety and network improvements.
Through embedded project management and technical delivery, Phronis strengthened Council’s capability to deliver complex programs efficiently while maintaining compliance and stakeholder confidence.
